Vous devriez donc assister à l’Assemblée générale ce mercredi.  Pourquoi?  La question principale sera les négociations d’un nouveau contrat avec l’Université.&lt;br /&gt;&lt;br /&gt;Mais qu’est-ce que votre syndicat et ses négociations ont fait pour vous?  Grâce aux dernières négociations, votre syndicat a obtenu pour vous, parmi autres :&lt;br /&gt;- une augmentation salariale de plus de 400$ pour chaque contrat 130-hrs de AE/AR;&lt;br /&gt;- une augmentation de 30 000$ dans les fonds disponibles aux membres (fonds pour des congrès doublé à 20 000$ par année, fonds d’aide financière augmenté par 20 000$ à 155 000$ par année);&lt;br /&gt;- une limite de charge de travail de 25 hrs/semaine et de 40 hrs/2 semaines consécutives, pour prévenir que vous soyez surmenés.&lt;br /&gt;&lt;br /&gt;Si l’Université ne respectait pas votre contrat ou vous-mêmes, votre syndicat était là pour lutter pour vous! You should come to our General Assembly this Wednesday.  Why?  The main point is to deal with bargaining a new contract with the University.&lt;br /&gt;&lt;br /&gt;But what has your union and its bargaining done for you?  Through the last round of bargaining in 2007, your union got you:&lt;br /&gt;- a salary increase of over $400 for each 130-hr TA/RA contract;&lt;br /&gt;- an increase of 30,000$ in the funds available to members (Conference Fund doubled to 20,000$ annually, Financial Aid Fund increased by 20,000$ annually to 155,000$/year); &lt;br /&gt;- a workload limit of 25 hrs/week and 40 hrs/2 consecutive weeks, to prevent you from getting overworked; &lt;br /&gt;and much, much more.&lt;br /&gt;&lt;br /&gt;And if the University didn’t respect you or the contract, your union was there to fight on your behalf! Par conséquent, nous devons entamer le processus de négociation cet été, soit avant le début de la prochaine année scolaire. L’objectif de ce processus consiste à négocier un nouveau contrat (c.-à-d. négocier les modifications à la convention collective actuelle). Il y a pourtant beaucoup de travaux de prénégociation à accomplir avant de commencer les négociations!&lt;br /&gt;&lt;br /&gt;Le Comité de prénégociation travaille d’arrache-pied à la préparation, mais nous avons toujours besoin de nos membres (VOUS!) d’offrir volontiers leur temps pour nous aider. Une formation sera fournie, donc toute personne intéressée pourra participer, quelle que soit son expérience. &lt;br /&gt;&lt;br /&gt;Plusieurs d’entre vous savent aussi que notre Assemblée générale annuelle (AGA), qui aura lieu le 10 mars 2010, sera très importante – peut-être même la plus importante pendant que vous serez membre de cette section locale. Cette AGA est unique parce que nous élirons notre Comité de négociation – l’équipe qui préparera nos propositions et qui négociera une meilleure convention collective en vigueur pendant la prochaine année scolaire. This means we must begin the bargaining process this summer, before the start of the next academic year. The goal of this process is to negotiate a new contract (i.e. negotiate modifications to the existing CA). Before negotiations begin, however, there is much pre-bargaining work to do!&lt;br /&gt;&lt;br /&gt;The Pre-Bargaining Committee has been working hard to prepare, but we still need our members (YOU!) to volunteer their time to help us. Training will be provided, so anyone who is interested can participate regardless of previous experience.&lt;br /&gt;&lt;br /&gt;Many of you are also aware that our Annual General Assembly (AGA) of March 10, 2010, will be a significant one—possibly the most significant in your time as members of this local. What is unique about the upcoming AGA is that we will be electing our Bargaining Committee—the team that will prepare our proposals and negotiate for a better CA throughout most of the next academic year. (Bargaining Committee work is paid by honorarium—see Article 14.3 in our Bylaws for more information.)&lt;br /&gt;&lt;br /&gt;Having a well-trained Bargaining Committee, as well as well-trained Bargaining Committee members, is crucial to negotiating a better Collective Agreement. Nous avons donc pensé à vous rappeler de l’importance de ces assemblées, ainsi qu’à vous communiquer l’ordre du jour prévu. &lt;br /&gt;&lt;br /&gt;L’AGA est composée de tous les membres en règle du SCFP 2626, le syndicat représentant les assistants d’enseignement et de recherche, les correcteurs, les démonstrateurs, les tuteurs, les surveillants d’examen, les moniteurs de laboratoires et les sauveteurs de l’Université d’Ottawa. L’AGA constitue l’entité de prise de décision la plus importante de notre section locale. Cette assemblée est votre occasion de déterminer l’avenir de votre syndicat. &lt;br /&gt;&lt;br /&gt;Étant donné que notre convention collective actuelle prend fin cette année, cette AGA est particulièrement importante. The AGA constitutes the most important decision-making body in our union local. This assembly is your opportunity to determine the future of your union.&lt;br /&gt;&lt;br /&gt;Because our current Collective Agreement expires this year, this particular AGA is even more important than usual. In addition to electing the junior executive members and other positions elected every winter, we will also be electing our Bargaining Committee this year, as well as approving their bargaining mandate. &lt;br /&gt;&lt;br /&gt;See “Positions” at the following webpage to learn more about the various CUPE 2626 positions up for election: http://www.cupe2626.ca/english/elections_en.htm. &lt;br /&gt;&lt;br /&gt;Also, since we realize that general assemblies can sometimes last longer than planned, please let us know if you are interested in helping to make this AGA more efficient and, therefore, a more positive experience for everyone involved! &lt;br /&gt;&lt;br /&gt;We firmly believe that labour unions such as ours are working to make the world a better place for workers and, ultimately, for everyone. Do you want to bring equity and justice to your work place?  Do you think you have what it takes to lead our union into the future?  Do you have great ideas you would like to put in place?  You are the ideal candidate to be a CUPE 2626 Senior Officer. &lt;br /&gt;&lt;br /&gt;As mandated by the Regular General Assembly held on November 4th, 2009, CUPE 2626 will now be holding elections for its Senior Executive Officer February 22nd to March 5th, 2010.  The following positions will be filled:&lt;br /&gt; &lt;br /&gt;President&lt;br /&gt;Vice-President&lt;br /&gt;Secretary-Treasurer&lt;br /&gt;Chief Steward Francophone&lt;br /&gt;Chief Steward Anglophone&lt;br /&gt; &lt;br /&gt;A description of the positions (the tasks, the responsibilities and honorarium) can all be found on the Website in the Election tab or in the CUPE 2626 Constitution.&lt;br /&gt;&lt;br /&gt;If you are interested in running for one of these positions, you will find all the information you need on this page which will be updated periodically during the next two months. Si c’est le cas, amenez une copie de votre contrat pour nous montrer. Nous voulons avoir vos opinions, vos questions, vos suggestions et vos inquiétudes concernant les changements proposés à la Constitution du SCFP 2626.&lt;br /&gt;&lt;br /&gt;Comme plusieurs d’entre vous savez, l’actuelle Constitution du SCFP 2626 n’a pas été approuvée par l’organisation nationale du SCFP.  De plus, la Constitution exige certaines compétences linguistiques en français et en anglais pour pouvoir se présenter aux élections pour des postes exécutifs.  Ces exigences linguistiques sont, depuis un certain temps, un sujet controversé au sein de notre syndicat.&lt;br /&gt;&lt;br /&gt;Par conséquent, le comité de révisions constitutionnelles (CRC) a été formé par le comité exécutif en mai dernier avec le mandat d’étudier et de présenter des changements à notre Constitution.  Le CRC est formé d'exécutants, délégués et membres du SCFP 2626. We want to hear your opinions, questions, suggestions and concerns about the proposed changes to CUPE 2626’s bylaws.&lt;br /&gt;&lt;br /&gt;As many of you may be aware, the current bylaws of CUPE 2626 have not been approved by our national parent organisation, CUPE National. In addition, our current bylaws require varying linguistic competencies in English and French which are necessary to run for elected executive council positions. These linguistic requirements have been the subject of much controversy in the union.&lt;br /&gt;&lt;br /&gt;In response, the Bylaw Revision Committee (BRC) was formed by the Executive Committee in May 2009, with the mandate of studying and proposing changes to the Bylaws. La réaction négative de plusieurs groupes de l'Université d'Ottawa a forcé l'administration à reporter l'implantation de son service de dénonciations anonymes de six mois. Un dossier à suivre.&lt;br /&gt;&lt;br /&gt;Nathalie Des Rosiers, VP, Governance, sent this message to the University of Ottawa community. The negative reaction from several groups on campus forced the administration to postpone the implementation of the snitch line for six months. Keep an eye on this file.&lt;br /&gt;&lt;br /&gt;***&lt;br /&gt;&lt;br /&gt;Message à la communauté universitaire&lt;br /&gt;&lt;br /&gt;Le Règlement 92 sur la fraude a été approuvé par le Bureau des gouverneurs en décembre 2007. L’objectif de ce règlement était de faire en sorte que l’Université d’Ottawa continue de souscrire aux meilleures pratiques en matière de gouvernance. Au moment de son adoption en 2007, le règlement avait fait l’objet de consultations auprès de différents intervenants à l’Université.&lt;br /&gt;&lt;br /&gt;Le règlement vise à protéger les personnes qui sont témoins d’actes fautifs. Il leur permet de faire part de leurs soupçons à une firme externe chargée de faire enquête. Un mécanisme semblable existe déjà à l’Université McMaster.&lt;br /&gt;&lt;br /&gt;L’entrée en vigueur de la politique annoncée il y a quelques semaines a généré de nombreux commentaires, et des personnes qui n’avaient pas été entendues il y a deux ans ont manifesté leur désir de contribuer au débat. Dans ce contexte, et compte tenu du délai écoulé entre les consultations initiales et la mise en œuvre de la politique, il semble opportun de permettre à toutes et à tous d’être entendus sur la question. &lt;br /&gt;&lt;br /&gt;Nous avons décidé de reporter de six mois la mise en œuvre de la politique afin de poursuivre les consultations. Des consultations additionnelles seront également tenues au cours des prochains mois avec les différents groupes sur le campus. &lt;br /&gt;&lt;br /&gt;Nathalie Des Rosiers&lt;br /&gt;&lt;br /&gt;***&lt;br /&gt;&lt;br /&gt;Message to the University community&lt;br /&gt;&lt;br /&gt;In December 2007, the Board of Governors approved Policy 92, the University’s policy on fraud. The goal of this policy is to ensure the University remains at the forefront of best practices in the area of good governance. Before Policy 92 was approved, various stakeholders at the University had been consulted on the policy.&lt;br /&gt;&lt;br /&gt;This policy is designed to protect individuals who may have witnessed a fraudulent act. Under the policy, these individuals can report their suspicions to the external firm responsible for carrying out investigations. A similar process is already in place at McMaster University.&lt;br /&gt;&lt;br /&gt;The announcement made a few weeks ago indicating this policy was being implemented has generated a great deal of discussion, and people who were not heard two years ago have expressed their desire to be heard now. As a result, and because of the length of time between the consultations and the implementation of the policy, it seems fitting to allow everyone a chance to be heard on this issue.&lt;br /&gt;&lt;br /&gt;Therefore, we will delay the implementation of the policy by six months to allow for further consultation. Governance, Nathalie Des Rosiers, concerning the implementation of an anonymous reporting service as part of Policy 92.  CUPE 2626 would like to state its concerns regarding this Policy 92, this implementation system, and the effects both will have on the university community.  &lt;br /&gt; &lt;br /&gt;Since Policy 92 requires the immediate denunciation of any wrongdoing, our members will be at higher risk of punishment for mistakes, including honest human errors.  This requirement could also lead to discipline if they do not immediately denounce another’s wrongdoing.  At the same time, this Policy does not offer any details of how the University will protect our members who denounce wrongdoings from reprisals, which is a common fear.&lt;br /&gt;&lt;br /&gt;Many student and employee unions and associations on campus have expressed their desire for a real, significant whistleblower protection policy in the University.  Unfortunately, the University has instead created this Policy which has only one sentence about protection of the denunciator, without any description of how this protection will be assured.  This situation is an excellent example of the folly of the lack of consultation.&lt;br /&gt; &lt;br /&gt;CUPE 2626 would like to clarify that we do not consider being given a copy of a draft of a policy, with a request for comments, as being a real consultation process.  This putting forth the fait accompli has been the habit of the University, and must be changed in the future.  Furthermore, there was absolutely no consultation with our union or members regarding the implementation of ClearView Connects as the disclosure support service.  Real significant consultation must include the stakeholders from the beginning; otherwise they are excluded from the first, most important, basic decisions.  Advancing with very little feedback, and negative feedback at that, is an unacceptable unilateral action by the University.&lt;br /&gt;&lt;br /&gt;It is equally unacceptable that, according to the Policy, the University is also the sole party to decide whether to investigate an allegation or not: “The V.P. Governance will conduct the investigation as he or she see fit, in light of the circumstances”.  CUPE 2626 and its members have significant concerns regarding the University’s ability to apply their policies equitably to all university community members.  Some of these concerns come from the non-application of Policy 110, such as in a well known, well documented case of flagrant verbal intimidation and threats suffered by one of our former members.  The University must recognise that is non-application of anti-harassment policies has a direct, and very negative, intimidating affect on potential whistleblowers.&lt;br /&gt; &lt;br /&gt;Policy 92 also gives further powers to the University, as the V.P. Governance would be empowered to access and “take possession of any files, filing cabinets, computers [...] without notice and without the prior consent of any individual”.  As a union engaged in the protection of its members’ rights to a working environment where they feel secure and free from harassment, we must denounce these powers as being unreasonable and unacceptable.&lt;br /&gt;&lt;br /&gt;If it is good governance that the university is seeking, then it must be able to recognise bad governance and correct it.  Enacting such a threatening policy, without any significant consultation of those who will be affected by it, is clearly poor governance.  In fact, given the legal precedents regarding the requirement of collegiality in university governance, the lack of consultation might be considered illegal governance.  As we do not support anonymous denunciation, nor the third-party reporting system, we have chosen to denounce this wrongdoing, and request rectification of the situation, with this letter.&lt;br /&gt;&lt;br /&gt;The recently introduced implementation tool of Policy 92, ClearView Connects’ online and telephone anonymous denunciation system, has also raised many concerns in the university community.&lt;br /&gt;&lt;br /&gt;Anonymous denunciation goes against at least two of the fundamental principles of Canadian justice system: the presumption of innocence, and the right of the accused to face their accuser.  CUPE 2626 refuses to allow actions to be taken against our members on the basis of anonymous information.  Our members are entitled to equal treatment as the professors in this regard.  We will oppose any such application to our members just as vigorously as the APUO.&lt;br /&gt;&lt;br /&gt;CUPE 2626 also finds it intolerable that an outside party should have sensitive and damaging information about our members.  Again, it is unacceptable that this information is forwarded directly and only to the University (V.P. Governance), without any further checks or balances.  There is a real possibility that this information could be unrelated to the behaviours targeted by the Policy (eg. academic fraud, or harassment).  Yet the University would still receive this information from ClearView, and would remain the only party to decide whether or not to act on it.&lt;br /&gt;&lt;br /&gt;This Policy and its implementation tool are likely to create a culture of secrecy and duplicity in the university community, rather than openness and transparency.  Anonymous denunciation, while allowing the more timid denunciators to come forward, unfortunately also allows the more dishonest denunciations to be put forward.  More importantly, creating policies and tools for anonymous denunciation will reinforce the fundamental issue plaguing denunciation: the fear of reprisals.  As this Policy does not confront this problem, but rather only creates ways to work around it, the Policy effectively ensures a place for this fear to continue in the university community.  Fundamentally, we want to encourage open, honest and transparent denunciation of wrongdoing.  In order to attain that goal, we must create an environment wherein all members of the university community feel comfortable speaking their minds.&lt;br /&gt;&lt;br /&gt;For the reasons detailed in this and other letters and media, it has become clear that the student, professor and employee unions (the near totality of the University of Ottawa community) will resist the application of this Policy.  &lt;br /&gt;&lt;br /&gt;CUPE 2626 asks for the immediate suspension and rapid repeal of this worrisome and threatening Policy 92.  We ask that the University end the contract with ClearView immediately and ensure that any information collected by the service thus far be dealt with all the stakeholders involved. &lt;br /&gt;&lt;br /&gt;CUPE 2626 asks that in the future, any policy (on fraud, wrongdoing, whistleblowing, or any other subject) begin with significant consultation with employees, unions, students, student associations, and the broader university community. To assist with reporting, we have introduced ClearView ConnectsTM, a tool that allows employees to report quickly, anonymously and in complete confidence any incidents of theft, misappropriation of funds, falsification of documents, vandalism, unethical behaviour, etc.&lt;br /&gt;&lt;br /&gt;ClearView ConnectsTM is available 24/7 online or by phone. envers les membres sortants de l’exécutif 2008-2009 du syndicat, en reconnaissance de leur travail, de leurs efforts, de leur contribution au syndicat, sur le campus comme à l’extérieur. Thank you!&lt;br /&gt;&lt;br /&gt;The EC also wishes to extend their thanks to the outgoing EC members of GSAED and SFUO, in recognition of their contribution for the defence of students’ rights. Thank you!&lt;br /&gt;&lt;br /&gt;SCFP-CUPE 2626 president Sean Kelly underlined the efforts of each executive has put for the defence of the interests of their respective constituencies.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;“By adopting these motions at the first 2009-10 EC meeting, we wished to send a strong signal of our recognition towards former officials that shaped the foundations on which our union will work during the upcoming year,”&lt;/span&gt; Mr. Kelly said.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;“We also want to show that we are ready to collaborate with other organisations to push forward our common goals and objectives for the good of the students.”&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The union’s EC started its mandate on May 1st, 2009. Ha ha ha !&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Le premier ministre de Colombie-Britannique, Gordon Campbell, a lancé une pièce&lt;br /&gt;de 1 dollar à un ambulancier en grève qui lui demandait d’agir pour régler le conflit de travail qui dure depuis un mois.  Gordon Campbell lui a dit :  « Ne dépense pas tout en une seule fois. »&lt;br /&gt;&lt;br /&gt;Le ministre de la santé de C.B., George Abbott, a par la suite téléphoné à toutes les personnes liées à ce dossier pour leur affirmer qu’il s’agissait d’une simple blague.  Mais les paramédics qui sont en grève depuis le 1er avril ne rient pas.&lt;br /&gt;&lt;br /&gt;« Le fait que le premier ministre fasse de l’humour sur notre rémunération démontre que ce gouvernement nous manque totalement de respect », a répliqué le président de la section locale 873, John Strohmaier.&lt;br /&gt;&lt;br /&gt;Les ambulanciers font pression sur le ministre Abbott pour qu’il nomme un médiateur et que les négociations reprennent.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-weight: bold;"&gt;Le SCFP appuie les travailleurs d’AbitibiBowater&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Les délégués au Congrès de la Division de Terre-Neuve et Labrador du SCFP se sont joints aux travailleurs d’AbitibiBowater à la papeterie de Grand Falls-Windsor afin de dénoncer la tentative de la compagnie de renier ses obligations en matière de régimes de retraite et de primes de départ.&lt;br /&gt;&lt;br /&gt;Hier, le SCEP a remporté une importante victoire en cour au Québec.  Un juge a rendu une décision confirmant que la compagnie a l’obligation de respecter ses engagements en matière de régimes de retraite.&lt;br /&gt;&lt;br /&gt;Le président du SCFP-Terre-Neuve et Labrador, Wayne Lucas, a déclaré :  « La première résolution présentée au congrès a trait à la scandaleuse manœuvre d’AbitibiBowater visant à se défiler de ses responsabilités envers ses travailleurs. »&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-weight: bold;"&gt;L’Alberta annule ses projets d’écoles secondaires en PPP&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;L’Alberta paiera pour la construction de nouvelles écoles secondaires avec des deniers publics. Ha ha ha!&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;BC Premier Gordon Campbell tossed a loonie at a picketing paramedic who asked him to settle their month-old strike, and quipped “Don't spend it all in one place.”&lt;br /&gt;&lt;br /&gt;BC’s health minister George Abbott phoned all concerned to insist it was all meant in good fun, but ambulance paramedics - on strike since April 1 - aren’t laughing.&lt;br /&gt;&lt;br /&gt;“That the premier would joke about our pay like that shows the level of disrespect we’re getting from this government,” said CUPE 873 President John Strohmaier.&lt;br /&gt;&lt;br /&gt;The ambulance paramedics have been pushing Abbott to appoint an independent mediator to get back to the bargaining table.&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;CUPE backs Abitibi workers&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;CUPE NL Division convention delegates joined AbitibiBowater employees at the company’s paper mill in Grand Falls-Windsor.  They were protesting the company’s attempts to renege on pension and severance obligations.&lt;br /&gt;&lt;br /&gt;The CEP won an important court case in Québec yesterday. Selon la Constitution du SCFP-CUPE 2626, quand l’AGA n’atteint pas le quorum, les délégués syndicaux ont le pouvoir de procéder à l’élection par intérim du prochain exécutif. Bargaining of a new contract with the university, mobilization of members, strengthening the students’ movement on campus, those are the files the new EC is going to tackle in the next few months. Members, students, the University and the public are going to hear from us much more often than in the past.”&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;A Special Stewards Council meeting was necessary due to the loss of quorum during the Annual General Assembly held on March 4th, 2009, during which the elections should have been held. According to the union’s bylaws, when the AGA can’t reach quorum, the Stewards are asked to elect the new EC by interim.
