THANK YOU to all who came out on March 10th for our AGA. We had a great turn out and were able to pass some very important Agenda items.

HOWEVER, due to the loss of quorum, we were not able to finish. We have to complete the election of the remaining Executive Board jobs and the Bargaining Committee. We can finish this business within 2.5 hours.

THEREFORE, we will reconvene the AGA on March 29, 2010 at 5:00 pm at the Alumni Auditorium. This is to make sure that you, the members, make the decisions!

MERCI à tous les membres qui étaient présents à notre AGA du 10 mars. Plusieurs d'entre vous étaient au rendez-vous et nous avons réussi à passer plusieurs items importants à l'ordre du jour.

CEPENDANT, du à la perte du quorum, nous n'avons pas pu finir. Nous avons besoin de finir l'élection du Conseil exécutif et du Comité des négociations, car ils sont des affaires pressantes. Le tout ne devra pas prendre plus de 2,5 heures.

DONC, nous allons reconvoquer l'AGA le 29 mars 2010 à 17h00 à l'Auditorium des anciens. Tout ceci afin de s'assurer que les membres du SCFP 2626 font les décisions!

Étudiants-ouvriers: Qu’est-ce que votre syndicat a fait pour vous?

Si vous recevez ce courriel, c’est parce que vous êtes membre du syndicat des étudiants-ouvriers (vous êtes, ou avez récemment été, aide à l’enseignement ou à la recherche, correcteur, etc.) à l’Université d’Ottawa. Vous devriez donc assister à l’Assemblée générale ce mercredi. Pourquoi? La question principale sera les négociations d’un nouveau contrat avec l’Université.

Mais qu’est-ce que votre syndicat et ses négociations ont fait pour vous? Grâce aux dernières négociations, votre syndicat a obtenu pour vous, parmi autres :
- une augmentation salariale de plus de 400$ pour chaque contrat 130-hrs de AE/AR;
- une augmentation de 30 000$ dans les fonds disponibles aux membres (fonds pour des congrès doublé à 20 000$ par année, fonds d’aide financière augmenté par 20 000$ à 155 000$ par année);
- une limite de charge de travail de 25 hrs/semaine et de 40 hrs/2 semaines consécutives, pour prévenir que vous soyez surmenés.

Si l’Université ne respectait pas votre contrat ou vous-mêmes, votre syndicat était là pour lutter pour vous! Nous avons soumis 5 fois plus de griefs cette année qu’en 2007.

Le SOUPER sera servit avant la rencontre, de 17h30 à 18h, devant l’Auditorium des Anciens.

Student academic workers: What has your union done for you?

If you are getting this email, it means you’re a member of the student academic workers union (you are, or have recently been, a TA, RA, corrector, etc.) at the University of Ottawa. You should come to our General Assembly this Wednesday. Why? The main point is to deal with bargaining a new contract with the University.

But what has your union and its bargaining done for you? Through the last round of bargaining in 2007, your union got you:
- a salary increase of over $400 for each 130-hr TA/RA contract;
- an increase of 30,000$ in the funds available to members (Conference Fund doubled to 20,000$ annually, Financial Aid Fund increased by 20,000$ annually to 155,000$/year);
- a workload limit of 25 hrs/week and 40 hrs/2 consecutive weeks, to prevent you from getting overworked;
and much, much more.

And if the University didn’t respect you or the contract, your union was there to fight on your behalf! We filed 5 times more grievances this past year than back in 2007.

Aidez-nous avec les travaux de prénégociation! // Help us with pre-bargaining work!

Membres du SCFP 2626,

Plusieurs d’entre vous savent que notre convention collective actuelle prend fin le 31 août 2010. Par conséquent, nous devons entamer le processus de négociation cet été, soit avant le début de la prochaine année scolaire. L’objectif de ce processus consiste à négocier un nouveau contrat (c.-à-d. négocier les modifications à la convention collective actuelle). Il y a pourtant beaucoup de travaux de prénégociation à accomplir avant de commencer les négociations!

Le Comité de prénégociation travaille d’arrache-pied à la préparation, mais nous avons toujours besoin de nos membres (VOUS!) d’offrir volontiers leur temps pour nous aider. Une formation sera fournie, donc toute personne intéressée pourra participer, quelle que soit son expérience.

Plusieurs d’entre vous savent aussi que notre Assemblée générale annuelle (AGA), qui aura lieu le 10 mars 2010, sera très importante – peut-être même la plus importante pendant que vous serez membre de cette section locale. Cette AGA est unique parce que nous élirons notre Comité de négociation – l’équipe qui préparera nos propositions et qui négociera une meilleure convention collective en vigueur pendant la prochaine année scolaire. (Les membres du Comité de négociation sont payés par honoraires – consultez l’Article 14.3 de notre constitution pour obtenir de plus amples renseignements.)

Un Comité de négociation bien formée, ainsi que des membres du Comité de négociation bien formés, est essentiel pour négocier une meilleure convention collective. Par conséquent, si vous êtes membre du Comité de prénégociation, vous aurez un avantage en tant que candidat au moment des élections au Comité de négociation.

Dear CUPE 2626 members,

Many of you are aware that our current Collective Agreement (CA) expires on August 31, 2010. This means we must begin the bargaining process this summer, before the start of the next academic year. The goal of this process is to negotiate a new contract (i.e. negotiate modifications to the existing CA). Before negotiations begin, however, there is much pre-bargaining work to do!

The Pre-Bargaining Committee has been working hard to prepare, but we still need our members (YOU!) to volunteer their time to help us. Training will be provided, so anyone who is interested can participate regardless of previous experience.

Many of you are also aware that our Annual General Assembly (AGA) of March 10, 2010, will be a significant one—possibly the most significant in your time as members of this local. What is unique about the upcoming AGA is that we will be electing our Bargaining Committee—the team that will prepare our proposals and negotiate for a better CA throughout most of the next academic year. (Bargaining Committee work is paid by honorarium—see Article 14.3 in our Bylaws for more information.)

Having a well-trained Bargaining Committee, as well as well-trained Bargaining Committee members, is crucial to negotiating a better Collective Agreement. As such, being part of the Pre-Bargaining Committee would clearly give you an advantage as a candidate for election to the Bargaining Committee.

Notre prochaine assemblée générale annuelle (AGA) s’approche à grands pas. Nous avons donc pensé à vous rappeler de l’importance de ces assemblées, ainsi qu’à vous communiquer l’ordre du jour prévu.

L’AGA est composée de tous les membres en règle du SCFP 2626, le syndicat représentant les assistants d’enseignement et de recherche, les correcteurs, les démonstrateurs, les tuteurs, les surveillants d’examen, les moniteurs de laboratoires et les sauveteurs de l’Université d’Ottawa. L’AGA constitue l’entité de prise de décision la plus importante de notre section locale. Cette assemblée est votre occasion de déterminer l’avenir de votre syndicat.

Étant donné que notre convention collective actuelle prend fin cette année, cette AGA est particulièrement importante. Outre l’élection des membres exécutifs juniors et d’autres postes qui a lieu chaque hiver, nous élirons également cette année les membres du Comité de négociation, et nous approuverons leur mandat de négociation.

Dear Members of CUPE 2626,

Our next Annual General Assembly (AGA) is fast approaching, so we thought we’d remind you of the importance of these assemblies, as well as what to expect on the agenda.

The AGA is composed of all members in good standing of CUPE 2626, the union of teaching and research assistants, markers, demonstrators, tutors, proctors, lab monitors, and lifeguards at the University of Ottawa. The AGA constitutes the most important decision-making body in our union local. This assembly is your opportunity to determine the future of your union.

Because our current Collective Agreement expires this year, this particular AGA is even more important than usual. In addition to electing the junior executive members and other positions elected every winter, we will also be electing our Bargaining Committee this year, as well as approving their bargaining mandate.

CUPE 2626 Senior Executive Officers Election

Are you interested in making a difference for your campus? Do you want to bring equity and justice to your work place? Do you think you have what it takes to lead our union into the future? Do you have great ideas you would like to put in place? You are the ideal candidate to be a CUPE 2626 Senior Officer.

As mandated by the Regular General Assembly held on November 4th, 2009, CUPE 2626 will now be holding elections for its Senior Executive Officer February 22nd to March 5th, 2010. The following positions will be filled:

Please join POWER and their allies for a candle light vigil from 5 – 5.30 p.m. at the Human Rights Memorial, Elgin and Lisgar (look for the red umbrellas!).

Why?
- Because female, male and transgender sex workers continue to be harassed, robbed, raped, beaten, and killed in cities across Canada on a daily basis.
- Because 171 female sex workers were murdered between 1991 and 2004.
- Because sex workers have the highest rate of murder by occupation in Canada.
- Because the Canadian Criminal Code forces sex workers to labour in dangerous situations.
- Because violence against sex workers will continue until we change the illegal and stigmatized status of sex work.
- Because we are your mothers, sons, sisters, brothers, daughters, neighbours, friends and lovers.
- Because we deserve to work in safety and without fear--sex work is work and violence is not in the job description!

Quelques notes:

If you are receiving this message, it is because you ARE a member of CUPE 2626 (i.e., you work or used to work as a TA, RA, marker, proctor, tutor, demonstrator, lab monitor, and/or lifeguard during the last academic year), and you DO have voting rights at this year’s General Assemblies.

A few notes:

If your first contract for one of these positions was only signed within the past few weeks it is possible that you are not yet on our members list. If this is the case, bring a copy of your contract with you to show us. If we cannot establish membership you will NOT be allowed to vote.

Due to the momentous nature of this particular RGA, one of the first orders of business at the meeting will be a motion to allow access to the Ottawa Citizen and Radio-Canada to observe the meeting.

Finally, we will begin serving dinner at 5:30pm, and dessert will be served once the Bylaw Revision decisions have been made.

Forum : Révisions Constitutionnelles SCFP 2626

Chers membres du SCFP 2626,

Nous vous invitons à participer activement dans le futur de votre syndicat, le SCFP 2626 - le syndicat des assistants à l’enseignement et à la recherche, des correcteurs, des démonstrateurs et des sauveteurs à l’université d’Ottawa.

Nous avons organisé un forum sur les révisions constitutionnelles, le jeudi 22 octobre 2009, dans l’agora du centre universitaire, de 12h à 14h. Nous voulons avoir vos opinions, vos questions, vos suggestions et vos inquiétudes concernant les changements proposés à la Constitution du SCFP 2626.

Comme plusieurs d’entre vous savez, l’actuelle Constitution du SCFP 2626 n’a pas été approuvée par l’organisation nationale du SCFP. De plus, la Constitution exige certaines compétences linguistiques en français et en anglais pour pouvoir se présenter aux élections pour des postes exécutifs. Ces exigences linguistiques sont, depuis un certain temps, un sujet controversé au sein de notre syndicat.

Par conséquent, le comité de révisions constitutionnelles (CRC) a été formé par le comité exécutif en mai dernier avec le mandat d’étudier et de présenter des changements à notre Constitution. Le CRC est formé d'exécutants, délégués et membres du SCFP 2626. Si vous êtes intéressés à vous joindre au CRC, veuillez nous contacter (info@scfp2626.ca).

Le comité de révisions constitutionnelles a proposé des changements majeurs à la présente Constitution. Plus d’information est disponible ici. Les membres voteront sur ces propositions à l’assemblée générale régulière (AGR), le 4 novembre prochain, dans l’auditorium des anciens de l’Université d’Ottawa. De la nourriture et des boissons seront servis entre 17h30-18h, et la réunion commence à 18h.

Nous introduirons également des propositions pour tester les capacités linguistiques, en suivant la résolution passée à une Assemblée Générale précédente. Ces propositions seront expliquées en plus de détail au Forum sur les révisions constitutionnelles, ce jeudi.

Je vous incite donc à venir exprimer vos opinions, vos questions, vos suggestions et vos inquiétudes au Forum sur les révisions constitutionnelles ce juedi 22 octobre 2009, à midi dans l'Aogra du Centre Universitaire. Nous discuterons des amendements possibles aux changements proposés. Si vous ne pouvez pas assister au Forum, n’hésitez pas à nous contacter directement pour exprimer votre opinion.

Townhall: CUPE 2626 Bylaw Revisions

Dear Members of CUPE 2626,

We invite you to actively direct the future of your union, CUPE 2626, the union of teaching and research assistants, markers, demonstrators, and lifeguards at the University of Ottawa.

We have organised a Bylaw Revision Townhall on Thursday October 22, 2009, at the Agora of the University Centre, from noon to 2pm. We want to hear your opinions, questions, suggestions and concerns about the proposed changes to CUPE 2626’s bylaws.

As many of you may be aware, the current bylaws of CUPE 2626 have not been approved by our national parent organisation, CUPE National. In addition, our current bylaws require varying linguistic competencies in English and French which are necessary to run for elected executive council positions. These linguistic requirements have been the subject of much controversy in the union.

In response, the Bylaw Revision Committee (BRC) was formed by the Executive Committee in May 2009, with the mandate of studying and proposing changes to the Bylaws. The BRC is composed of executives, stewards and members of CUPE 2626. If you are interested in joining the BRC, please contact us (info@cupe2626.ca).

The Bylaw Revision Committee has proposed major changes to our current bylaws, including changes to the roles and responsibilities of the Executive Committee, and the Elections Procedure. More information is available on our website here. Members will vote on these specific proposals at the Regular General Assembly (RGA) on November 4, 2009, in Alumni Auditorium, University of Ottawa. Food and drinks will be served from 5:30-6pm, then the meeting starts at 6pm.

We will also be introducing motions at the RGA to have language testing for our linguistic requirements, in following a motion passed at a previous General Assembly. We will be discussing these motions and propositions in more detail at the Bylaw Revision Townhall this Thursday.

I urge you to come and voice your opinions, questions, suggestions and concerns at the Bylaw Revision Townhall. We wish to discuss possible amendments to the proposed bylaw changes. If you cannot attend the Townhall, please contact us directly to express your opinion.

Message à la communauté universitaire

Le Règlement 92 sur la fraude a été approuvé par le Bureau des gouverneurs en décembre 2007. L’objectif de ce règlement était de faire en sorte que l’Université d’Ottawa continue de souscrire aux meilleures pratiques en matière de gouvernance. Au moment de son adoption en 2007, le règlement avait fait l’objet de consultations auprès de différents intervenants à l’Université.

Le règlement vise à protéger les personnes qui sont témoins d’actes fautifs. Il leur permet de faire part de leurs soupçons à une firme externe chargée de faire enquête. Un mécanisme semblable existe déjà à l’Université McMaster.

L’entrée en vigueur de la politique annoncée il y a quelques semaines a généré de nombreux commentaires, et des personnes qui n’avaient pas été entendues il y a deux ans ont manifesté leur désir de contribuer au débat. Dans ce contexte, et compte tenu du délai écoulé entre les consultations initiales et la mise en œuvre de la politique, il semble opportun de permettre à toutes et à tous d’être entendus sur la question.

Nous avons décidé de reporter de six mois la mise en œuvre de la politique afin de poursuivre les consultations. Je vous invite donc à nous faire parvenir vos commentaires sur le Règlement 92 à vr.gouvernance@uOttawa.ca. Des consultations additionnelles seront également tenues au cours des prochains mois avec les différents groupes sur le campus.

Message to the University community

In December 2007, the Board of Governors approved Policy 92, the University’s policy on fraud. The goal of this policy is to ensure the University remains at the forefront of best practices in the area of good governance. Before Policy 92 was approved, various stakeholders at the University had been consulted on the policy.

This policy is designed to protect individuals who may have witnessed a fraudulent act. Under the policy, these individuals can report their suspicions to the external firm responsible for carrying out investigations. A similar process is already in place at McMaster University.

The announcement made a few weeks ago indicating this policy was being implemented has generated a great deal of discussion, and people who were not heard two years ago have expressed their desire to be heard now. As a result, and because of the length of time between the consultations and the implementation of the policy, it seems fitting to allow everyone a chance to be heard on this issue.

Therefore, we will delay the implementation of the policy by six months to allow for further consultation. Please send your comments on Policy 92 to vp.governance@uOttawa.ca. We will also hold consultations with various groups on campus over the next few months.

Re: Policy 92 and anonymous denunciation system

On June 15, 2009, CUPE 2626, the union of TAs and RAs at the University of Ottawa, became aware of the letter sent on June 9, 2009, to University of Ottawa staff, by interim V.P. Governance, Nathalie Des Rosiers, concerning the implementation of an anonymous reporting service as part of Policy 92. CUPE 2626 would like to state its concerns regarding this Policy 92, this implementation system, and the effects both will have on the university community.

Since Policy 92 requires the immediate denunciation of any wrongdoing, our members will be at higher risk of punishment for mistakes, including honest human errors. This requirement could also lead to discipline if they do not immediately denounce another’s wrongdoing. At the same time, this Policy does not offer any details of how the University will protect our members who denounce wrongdoings from reprisals, which is a common fear.

Many student and employee unions and associations on campus have expressed their desire for a real, significant whistleblower protection policy in the University. Unfortunately, the University has instead created this Policy which has only one sentence about protection of the denunciator, without any description of how this protection will be assured. This situation is an excellent example of the folly of the lack of consultation.

CUPE 2626 would like to clarify that we do not consider being given a copy of a draft of a policy, with a request for comments, as being a real consultation process. This putting forth the fait accompli has been the habit of the University, and must be changed in the future. Furthermore, there was absolutely no consultation with our union or members regarding the implementation of ClearView Connects as the disclosure support service. Real significant consultation must include the stakeholders from the beginning; otherwise they are excluded from the first, most important, basic decisions. Advancing with very little feedback, and negative feedback at that, is an unacceptable unilateral action by the University.

It is equally unacceptable that, according to the Policy, the University is also the sole party to decide whether to investigate an allegation or not: “The V.P. Governance will conduct the investigation as he or she see fit, in light of the circumstances”. CUPE 2626 and its members have significant concerns regarding the University’s ability to apply their policies equitably to all university community members. Some of these concerns come from the non-application of Policy 110, such as in a well known, well documented case of flagrant verbal intimidation and threats suffered by one of our former members. The University must recognise that is non-application of anti-harassment policies has a direct, and very negative, intimidating affect on potential whistleblowers.

Policy 92 also gives further powers to the University, as the V.P. Governance would be empowered to access and “take possession of any files, filing cabinets, computers [...] without notice and without the prior consent of any individual”. As a union engaged in the protection of its members’ rights to a working environment where they feel secure and free from harassment, we must denounce these powers as being unreasonable and unacceptable.

If it is good governance that the university is seeking, then it must be able to recognise bad governance and correct it. Enacting such a threatening policy, without any significant consultation of those who will be affected by it, is clearly poor governance. In fact, given the legal precedents regarding the requirement of collegiality in university governance, the lack of consultation might be considered illegal governance. As we do not support anonymous denunciation, nor the third-party reporting system, we have chosen to denounce this wrongdoing, and request rectification of the situation, with this letter.

The recently introduced implementation tool of Policy 92, ClearView Connects’ online and telephone anonymous denunciation system, has also raised many concerns in the university community.

Anonymous denunciation goes against at least two of the fundamental principles of Canadian justice system: the presumption of innocence, and the right of the accused to face their accuser. CUPE 2626 refuses to allow actions to be taken against our members on the basis of anonymous information. Our members are entitled to equal treatment as the professors in this regard. We will oppose any such application to our members just as vigorously as the APUO.

CUPE 2626 also finds it intolerable that an outside party should have sensitive and damaging information about our members. Again, it is unacceptable that this information is forwarded directly and only to the University (V.P. Governance), without any further checks or balances. There is a real possibility that this information could be unrelated to the behaviours targeted by the Policy (eg. academic fraud, or harassment). Yet the University would still receive this information from ClearView, and would remain the only party to decide whether or not to act on it.

This Policy and its implementation tool are likely to create a culture of secrecy and duplicity in the university community, rather than openness and transparency. Anonymous denunciation, while allowing the more timid denunciators to come forward, unfortunately also allows the more dishonest denunciations to be put forward. More importantly, creating policies and tools for anonymous denunciation will reinforce the fundamental issue plaguing denunciation: the fear of reprisals. As this Policy does not confront this problem, but rather only creates ways to work around it, the Policy effectively ensures a place for this fear to continue in the university community. Fundamentally, we want to encourage open, honest and transparent denunciation of wrongdoing. In order to attain that goal, we must create an environment wherein all members of the university community feel comfortable speaking their minds.

For the reasons detailed in this and other letters and media, it has become clear that the student, professor and employee unions (the near totality of the University of Ottawa community) will resist the application of this Policy.

CUPE 2626 asks for the immediate suspension and rapid repeal of this worrisome and threatening Policy 92. We ask that the University end the contract with ClearView immediately and ensure that any information collected by the service thus far be dealt with all the stakeholders involved.

CUPE 2626 asks that in the future, any policy (on fraud, wrongdoing, whistleblowing, or any other subject) begin with significant consultation with employees, unions, students, student associations, and the broader university community. In particular, we request such a consultation on the purpose, principles, scope, definitions, responsibilities, as well as the implementation of a policy on fraud and another on whistleblower protection.

Join workers, unions and progressive and human rights activists in protest against the gross violation of workers’ and human rights in Iran. For 30 years, the Islamic Republic of Iran has imposed appalling political, economic and social conditions on workers and impoverished people. Iranian workers have consistently witnessed the imposition of anti-labour and neo-liberal policies and practices, such as privatizations and mass lay offs while having no rights to organize or strike in addition to facing ongoing persecution and imprisonment. The current wave of massive protests in Iran following the fraud election is a clear indication of people’s total dissatisfaction with the government.

Activists of Canadian unions, including CUPE, CUPW, CTF, NUPGE, PSAC and Iranian-Canadian workers and labour activists (the Solidarity Campaign with the Workers’ Struggles in Iran), protest outside Iranian embassy in Ottawa on June 26^th Global Solidarity Action Day.

Protesters will demand:

· Freedom of all arrested workers, students and political prisoners

· Justice for people who have been killed and injured by security forces during recent protests in Iran

· Right to organize, strike, protest, free speech and assembly

Policy 92 on Fraud and Safe Disclosure

Honesty, integrity and transparency are the values that inspire confidence and the constituents of good governance.

In keeping with best practices in place at public sector organizations, an institution of the scope of the University of Ottawa must provide the tools the University and its employees need to respect these values, maintain the quality of the work environment and protect the University’s resources.

As employees of the University, we are all responsible for promoting ethical behaviour and for respecting for the laws, regulations, polices and procedures necessary for the proper functioning of our institution.

With this in mind, the Board of Governors has approved Policy 92, Policy on Fraud and Safe Disclosure. This policy is to be administered by the Office of the Vice-President, Governance and applies to all University employees, including members of the Board of Governors and persons acting on behalf of the University.

Under Policy 92, it is the duty of each employee to immediately report any incidents of wrongdoing related to University activities. To assist with reporting, we have introduced ClearView ConnectsTM, a tool that allows employees to report quickly, anonymously and in complete confidence any incidents of theft, misappropriation of funds, falsification of documents, vandalism, unethical behaviour, etc.

ClearView ConnectsTM is available 24/7 online or by phone. The system forwards the disclosure directly to the Office of the Vice-President, Governance, which will deal with it as soon as possible and in accordance with Policy 92.

Three Executive Committee members participated in video shootings at CUPE-National headquarters for Clean Air Day (June 4th, 2009). These clips presented union members' commitments for environment-friendly practices.

Sean Kelly, SCFP-CUPE 2626 president, said he would use his bike and his feet to get around town. Olivier Desharnais-Roy, First Vice-president, Communication, is committed to use his bike as often as possible and to buy local products. Maryam Haghighi, Second Vice-president, Finance, is turning off unnecessary lights.

Trois membres de l'exécutif du SCFP-CUPE 2626 ont participé au tournage de petits clips vidéos préparés par le SCFP-National pour la Journée de l'air pur (4 juin 2009). Ces vidéos ont présenté des membres du syndicat s'engageant à avoir des pratiques plus respectueuses de l'environnement.

Ainsi, Sean Kelly, le président du SCFP-CUPE 2626, s'engage a utiliser le vélo et ses pieds pour le transport pendant toute l'année. Olivier Desharnais-Roy, premier vice-président, communications, utilise le vélo le plus fréquemment possible et achète des produits locaux. Quant à Maryam Haghighi, deuxième vice-président, finances, elle s'assure d'éteindre les lumières inutilement allumées.

Le président du SCFP-CUPE 2626, Sean Kelly, a tenu à souligner les efforts que chaque exécutif a fournis pour la défense des intérêts de leur clientèle respective.

« En passant ces motions dès la première réunion de l’exécutif 2009-10, nous voulions envoyer un signal fort de notre reconnaissance envers les officiers qui ont façonné la fondation sur laquelle on va bâtir cette année,» a affirmé M. Kelly.

« Nous voulons également montrer notre volonté de collaborer avec d’autres organisations pour le bien commun des étudiants. »

Le nouvel exécutif du SCFP-CUPE 2626 a commencé son mandat le 1er mai 2009. Au cours de la même réunion, la continuation du comité environnemental et du comité de révision de la Constitution du syndicat a reçu un appui enthousiaste de la part de l’exécutif, et leurs travaux recommenceront sous peu.

SCFP-CUPE 2626’s Executive Committee wishes to thank its outgoing members of the 2008-9 EC, in recognition of their work, their efforts and their contribution to the union, on and outside the campus. Thank you!

The EC also wishes to extend their thanks to the outgoing EC members of GSAED and SFUO, in recognition of their contribution for the defence of students’ rights. Thank you!

SCFP-CUPE 2626 president Sean Kelly underlined the efforts of each executive has put for the defence of the interests of their respective constituencies.

“By adopting these motions at the first 2009-10 EC meeting, we wished to send a strong signal of our recognition towards former officials that shaped the foundations on which our union will work during the upcoming year,” Mr. Kelly said.

“We also want to show that we are ready to collaborate with other organisations to push forward our common goals and objectives for the good of the students.”

The union’s EC started its mandate on May 1st, 2009. During the same first meeting, it voted enthusiastically for the continuation of its Environmental Committee and its Bylaws Revision Committee, and their work will resume shortly.

La grippe porcine et les membres du SCFP

La grippe porcine, maintenant appelée grippe A (H1N1) a été décelée au Canada, aux États-Unis, au Mexique et dans au moins 20 autres pays à travers le monde.

Si vous travaillez en contact étroit avec le public (un mètre ou moins), vous devriez prendre contact avec votre Comité mixte de la santé et sécurité ou votre conseiller en santé et sécurité.

Les travailleurs dont le rôle sera de travailler auprès de personnes potentiellement infectées par le virus de la grippe A (H1N1) doivent recevoir des équipements de protection appropriés, notamment des masques N-95 approuvés NIOSH, des gants, des blouses et des protections pour les yeux. Toutes les surfaces qui ont pu être contaminées par les sécrétions de personnes contaminées devraient être nettoyées avec le désinfectant approprié.

Améliorer l’assurance-emploi maintenant

Existe-t-il encore un doute que l’assurance-emploi doit être réformée maintenant ? Le Canada traverse sa pire crise économique depuis des années. De plus en plus de travailleurs sont licenciés.

Ces travailleurs et leur famille ont besoin d’avoir accès à l’asurance-emploi.

Le premier ministre Harper parle du problème, mais ne fait rien pour le régler.

Le SCFP joint sa voix à tous ceux qui demandent à Stephen Harper d’écouter les partis d’opposition et les nombreuses autres voix de partout au pays qui réclament une réforme immédiate de l’assurance-emploi.

Le ministre de la santé de C.B., George Abbott, a par la suite téléphoné à toutes les personnes liées à ce dossier pour leur affirmer qu’il s’agissait d’une simple blague. Mais les paramédics qui sont en grève depuis le 1er avril ne rient pas.

« Le fait que le premier ministre fasse de l’humour sur notre rémunération démontre que ce gouvernement nous manque totalement de respect », a répliqué le président de la section locale 873, John Strohmaier.

Les ambulanciers font pression sur le ministre Abbott pour qu’il nomme un médiateur et que les négociations reprennent.

Le SCFP appuie les travailleurs d’AbitibiBowater

Les délégués au Congrès de la Division de Terre-Neuve et Labrador du SCFP se sont joints aux travailleurs d’AbitibiBowater à la papeterie de Grand Falls-Windsor afin de dénoncer la tentative de la compagnie de renier ses obligations en matière de régimes de retraite et de primes de départ.

Hier, le SCEP a remporté une importante victoire en cour au Québec. Un juge a rendu une décision confirmant que la compagnie a l’obligation de respecter ses engagements en matière de régimes de retraite.

Le président du SCFP-Terre-Neuve et Labrador, Wayne Lucas, a déclaré : « La première résolution présentée au congrès a trait à la scandaleuse manœuvre d’AbitibiBowater visant à se défiler de ses responsabilités envers ses travailleurs. »

L’Alberta annule ses projets d’écoles secondaires en PPP

L’Alberta paiera pour la construction de nouvelles écoles secondaires avec des deniers publics. La province annule ses projets de financement et d’entretien par le privé.

Le financier privé qui était partenaire dans une première phase de 19 écoles en PPP dans la province éprouve actuellement des difficultés financières.

Dix écoles primaires et intermédiaires seront tout de même construites et entretenues par le biais de contrats de financement privé – une façon de faire qui coûte le double de ce qu’il en coûte au public pour emprunter et entretenir les écoles.

Le ministre albertain de l’Infrastructure a déclaré aux médias que l’approche publique constituait, et de loin, la meilleure façon de procéder pour un établissement ayant des besoins spéciaux en matière de programmation.

H1N1 flu virus and CUPE members

The (H1N1) Flu Virus (Human Swine Influenza) has been reported in Canada, the United States, Mexico, and at least twenty other countries around the world.

If in your work you are in frequent close contact with the public (one meter or less), consult with your joint health and safety committee or your health and safety representative.

Those who will be expected to work in close contact with people potentially ill from human swine influenza must be provided with suitable personal protective equipment, including fit-tested and NIOSH-approved N-95 respirators, gloves, gowns, and eye protection. All surfaces that have been potentially contaminated with respiratory secretions should be cleaned with an appropriate disinfectant.

Fix EI now

Is there any doubt EI needs a fix, now? Canada is going through the worst economic turmoil in a long time. More and more workers are being laid off.

Those workers and their families need access to employment insurance.

Prime Minister Stephen Harper has done nothing but talk about the problem.

CUPE is joining other voices in calling upon Harper to listen to the opposition parties, and the many voices across the country who are calling for the immediate reform of employment insurance.

Gordon Campbell tosses striker a loonie. Ha ha ha!

BC Premier Gordon Campbell tossed a loonie at a picketing paramedic who asked him to settle their month-old strike, and quipped “Don't spend it all in one place.”

BC’s health minister George Abbott phoned all concerned to insist it was all meant in good fun, but ambulance paramedics - on strike since April 1 - aren’t laughing.

“That the premier would joke about our pay like that shows the level of disrespect we’re getting from this government,” said CUPE 873 President John Strohmaier.

The ambulance paramedics have been pushing Abbott to appoint an independent mediator to get back to the bargaining table.

CUPE backs Abitibi workers

CUPE NL Division convention delegates joined AbitibiBowater employees at the company’s paper mill in Grand Falls-Windsor. They were protesting the company’s attempts to renege on pension and severance obligations.

The CEP won an important court case in Québec yesterday. A judge there ruled the company had to honour its pension commitments.

CUPE NL President Wayne Lucas says, “The first resolution on the floor of our convention dealt with the outrageous move by AbitibiBowater to try and avoid its responsibilities to these workers.”

Alberta cancels P3 high school plans

Alberta will pay for four new high schools publicly, cancelling privatized financing and upkeep plans.

The private financier involved in a first wave of 19 P3 schools in the province is on shaky financial footing.

Ten elementary and middle schools will still be built with private financing and major maintenance – a move that costs twice the price of public borrowing and upkeep.

Alberta’s infrastructure minister told the media the public approach was a “far better way” to meet the “special needs for programming”.

Un nouvel exécutif pour le SCFP-CUPE 2626

Ottawa, 27 mars, 2009 – Le SCFP-CUPE 2626, le syndicat représentant les étudiants facultaires travaillant pour l’Université d’Ottawa, a élu par intérim les membres du comité exécutif qui siégeront à partir du 1er mai 2009.

Les délégués syndicaux ont élu les membres suivants à ces portefeuilles :

Les membres, les étudiants, l’Université et le public entendront parler de nous beaucoup plus souvent que dans le passé! »

Une réunion spéciale des délégués syndicaux a été nécessaire suite à la perte du quorum au cours de l’Assemblée générale annuelle qui s’est tenue le 4 mars 2009, et au cours de laquelle devait se tenir les élections. Selon la Constitution du SCFP-CUPE 2626, quand l’AGA n’atteint pas le quorum, les délégués syndicaux ont le pouvoir de procéder à l’élection par intérim du prochain exécutif. Les résultats doivent ensuite être entérinés par les membres lors de la prochaine assemblée générale.

Ottawa, March 27th, 2009 – SCFP-CUPE 2626, the union representing the faculty students working for the University of Ottawa, elected by interim the members of the Executive Committee that will begin their duties on May 1st, 2009.

Union Stewards elected the following members to these EC portfolios:

“The union will face tough challenges in the next few years, President-elect Sean Kelly said after the election. Bargaining of a new contract with the university, mobilization of members, strengthening the students’ movement on campus, those are the files the new EC is going to tackle in the next few months. Members, students, the University and the public are going to hear from us much more often than in the past.”

A Special Stewards Council meeting was necessary due to the loss of quorum during the Annual General Assembly held on March 4th, 2009, during which the elections should have been held. According to the union’s bylaws, when the AGA can’t reach quorum, the Stewards are asked to elect the new EC by interim. The results of the elections by interim then need to be approved by the members at the following General Assembly.
